The "live where you work" program is intriguing, but it should be noted that it is a program developed in Newark, which is a totally different kettle of fish from Toronto. While the program directors talk about the altruistic benefits of the program, when you read between the lines it sounds like a program designed to prop up a city that hasn't recovered since losing a quarter of its population between 1970 and 1990.
